League Rules - Updated - March 2019
Rules
Rules can only be amended at the AGM, (or an EGM where specific matters have been referred from the AGM) to be held each year, when all matters concerning the conduct of the coming season will be discussed.
The Committee shall have sole discretion over the application of the Rules and apply them in the best interests of the League.
Officers
Officers of the League will be elected at the AGM. These will form the League Committee and consist of Chairman: Vice Chairman: Treasurer: Secretary: Match & Results Secretary: Social Media Officer. Three members will form a quorum, with the Chairman holding the casting vote. In addition, the League shall appoint a President.
Club representatives will be nominated at the AGM. They will consist of at least one member from each club and may meet during the season to arbitrate in any disputes if requested by the League committee. Three members to form a quorum.
Meetings
The League Secretary shall call an AGM following the end of each season.
Presentation Night: This will be held on the same night as the League AGM.
The Committee and or Club Representatives shall meet if required during the season. If it is not possible for a meeting to take place, an email conversation with participation from at least three officers with all officers copied in shall represent a quorum.
Should the need arise, the League Secretary, may call an EGM to be held at any time during the season. An EGM should be called only in exceptional circumstances when matter cannot wait until an AGM, or if the matter is being referred from an AGM. If an EGM is being called because of one or more resignations from the committee that effect the running of the league for that season, then another Committee member may call the meeting. If no committee members remain, it would fall to one of the club representatives to call the meeting.
Team entries
League entries must be submitted in writing to the League secretary seven days before the AGM.
Entry Fees from Clubs for teams: This will be decided at the AGM prior to the season. All fees must be paid by November; failure to meet this deadline may incur a 50% fine at the discretion of the committee.
Matches:
League matches will be played on a Thursday evening. Games are to be of one frame each and matches will start at 7.30 pm. 10 minutes are allowed between games, after which the team with the player available to start may claim the game. Thus, at the beginning of the match the first game may be claimed at 7.40 pm and subsequent games 10 minutes after the end of the previous game.
Each team will consist of five people from a maximum of 10 registered players. Registration will be accepted as the first 10 representatives entered on submitted team results cards for the season. Any additional representatives required to replace lapsed registered players must have the approval of the League Committee.
Players must be a member of the club they represent in the League. This will apply to all competitions. An under-18 player having a parent who is a member of the club shall be eligible to play.
The Committee shall at its discretion have the power to suspend and or ban any player/team at any time during the League season. The committee shall also decide at its discretion if and when the player/team be allowed to re-enter the Leagues competitions.
Pairing of opponents; the home Captain will enter their five names on the card in the order in which they wish them to play and the away Captain will then pair up their team either by putting down 1 name at a time or by putting all 5 names down in one go. By putting all 5 names down the playing order will then be set in stone and the away captain may not then subsequently decide upon changing the card and must play each frame in the order shown on the card.
If a team only has four players, the opposing team Captain can re-write the card with the 5th frame being a walkover. Frames one to four to then be played, with the ‘away’ Captain pairing up as before.
If a player plays three games for a team in they are then tied to that team for the rest of the season unless they apply to the League Committee to switch teams.
Referees: The home team will supply a referee for all games. The home team score will always appear on the top i.e. spot.
Winners: One point will be awarded for each game won; a four – one result would count as four points to the winning team and one point to the losing team. The team scoring the most points during the season will be adjudged the League winner. Should two or more teams tie on points won, then the Division title will go to the team with the most winning matches.
Postponements: A minimum of 24 hours’ notice must be given, except in the case of extreme circumstances. Failure to give the correct notice period may incur a penalty. All postponed matches from the first half of the season must be played within one week of the half-way point of the season. All postponed matches from the second half of the season must be played within one week of the end date of the season. When a match is postponed, both team captains must notify the Match Secretary in advance of the date on which the match was to be played. Please note a team can only postpone 1 game in any one half of the season, unless in the case of extreme circumstances applying as agreed with the committee. If a team cannot field a full side, then that team would have to notify the other team of how many players they do have for the match, leaving the other team to decide which of their players they wish to use that night. The points from the games that have not been played would be added to the final score for the team that could field a full side. If a team has multiple games postponed against them and cannot play all the games within these timescales, the matter will be referred to the committee for a decision on how to proceed, which may include awarding the match against the postponing team.
The Rules of Billiards & Snooker will apply to all games with the exception of application of the Miss Rule. The League adopts a modified version of this Rule to make application consistent and representative of the level of play within the League.
Application of the Miss Rule: A miss must be called if: a player fails to make contact with a full ball on when not playing from in a snooker; a player does not reach a ball on in attempting to get out of a snooker; a player miscues when playing a shot and it results in failure to hit a ball on; a player turns down a red they can partially or completely see, to go for another red of their choice and fails to hit it; a player chooses to play a swerve shot and hits the ball they were attempting to swerve round
Submitting results
Results cards must be submitted to the Match Secretary in electronic format via email or a picture message.
It is the responsibility of the winning team Captain to send the match result card to the Match Secretary as quickly as possible. Ideally, this should be done on the night of the match but must be with the Match Secretary no later than midnight on the Friday after the match. Failure to do so may incur a penalty for each late card.
Results will be posted on the League website.
Competitions
Subject to sufficient entries, competitions will consist of Snooker League/ League singles and doubles, Billiards, League Cup and any others to be decided at the AGM.
Constitutional Cup: This will be played at Crowborough Constitutional Club and each team should provide two players. Captains to advise the Match Secretary one week in advance the names of the participating players to allow the draw to be carried out ahead of the night. The competition commences at 7pm.
Snooker Team KO (Sussex Express Cup). Teams to consist of 5 a side. Matches to start at 7.30 pm, late starts will incur the same penalty as in the League Rules. To be played over two legs – home and away. The matches are drawn out of a hat, therefore all players need to be at the venue for 7.30pm and each team is given a predetermined handicap based on the end of the season League table position. Should the result be 5 – 5 after both legs, then a final frame is played – players for this deciding frame are drawn out of the hat.
Prizes:
The list of trophies that will be awarded is contained within the Appendix at 2.1.
Where one of the listed trophies is awarded for winning a competition, it will be held for one year by the club of the winning team/ individual and the name of the winning team/ individual will be engraved on the respective trophy.
In team competitions, members who have played five or more of the matches will each receive an engraved trophy.
The minimum-qualifying break will be 25 points. Breaks in Knock Out competitions and cups, will qualify towards the main League prizes for trophies.
Penalties
The Committee shall at its sole discretion apply penalties as indicated within these Rules. Penalties shall be either a two or five point deduction depending on the severity of the infringement.
