ASTLAND & DISTRICT AMATEUR BILLIARDS & SNOOKER LEAGUE FOUNDED 1933 2018 - 2019 RULES 1. That the name of the league shall be "The Astland & District Amature Billiards & Snooker League". 2. That the Headquaters of the League be situated at the Club Room of the Bretherton Parish Institute. 3. That the League Committee shall consist of a President, Chairman Secretary, Treasurer and all members of the Handicap Committee elected at the Annual General Meeting, at which each Club will be allowed 2 votes. 4. Each Club shall furnish the League Secretary with the name and address of it's League representative. 5. That five shall form a quorum. 6. That the Annual General Meeting of the League shall be held in the month of July, at which the following business shall be transacted: (a) Appoint a Chairman for the following year. (b) Appoint a Secretary. (c) Appoint a Treasurer. (d) Appoint a Auditor. (e) Receive Accounts. (f) Confirm any alterations or additions to the rules of the League. (g) Receive any recommendations from the members for the improvement of the League. 7. That the entrance fee to the League be £40.00. The amount of the entrance fee shall be paid when teams are entered at the AGM. 8. That each team shall consist of six players and that each game be over one frame, one point per frame awarded. 9. In the event of a tie for the premier or relegation positions, i.e. teams on the same number of points and the statistics in wins, losses and draws are the same, a match shall be played on neutral tables to be arranged by the committee. 10. That all matches must commence not later than 7.15pm, when only one table is used; but where two or more full size tables are used the hour of commencement shall be 7.30pm. Teams will be allowed 10 minutes after time stated. Then any Club not having a player available at the specified time of starting, or at any time during the match when required, the Club at fault shall forfeit the game. 11. A club with 2 teams at home on the same date must play their games on one table to be decided by the home team Captains. Home Captain shall nominate his players and the visiting Captain shall then match them up. 12. That the home club shall provide efficient markers who shall have entire charge of the game. The two Captains shall have power to deal with any dispute arising during the course of the match. The visiting team may, if they desire, appoint an assistant marker, but such assistant marker shall have no control of the game. 13. A player who plays 3 games for a team will not be allowed to inter- change without the consent of the league committee. Clubs may register players until December 31st. After this date they must seek approval of the league committee. 14. Players are not allowed to play for 2 teams on the same evening, and if any team playing an ineligible player will be fined £10 and two points deducted from their record. 15. The home club shall send the result of the match to the Result Secretary on the score sheet supplied by the league not later than 6 days following the match. Clubs will automatically be deducted 2 points from their record for each breach of this rule, and no explanation will be accepted. 16. That all players be bone-fide members of the clubs for which they play. 17. A player shall only be allowed to register for one club and shall pay a registration fee of £2.00. 18. That any protest or complaint must be lodged with the league Secretary three days after the match in dispute, and shall be accompanied with a fee of £15 which shall be forfeited in the event of the protest or complaint not being sustained or withdrawn. 19. Any team/player who wishes to appeal a cup match decision or handicap, regarding a single/team match or handicap, must do so within 7 days of publication of the tie or handicap. The applicant or team Captain shall attend the next committee meeting and shall pay an appeal fee of £15. Failure to attend the meeting or pay the fee of £15 shall result in automatic dismissal of the appeal. 20. Any team unable to provide the 6 players for a match, must still fulfil the fixture on the specified date with what players they have available. Before commencement of the match the Captain short of players must inform the opposing Captain of his lack of players. Matches must not be cancelled and re-arranged. Postponement is at the discretion of the committee and will only be granted under extreme circumstance i.e. funerals, extreme weather, unexpected closure of the premises. Any postponed matches must be played within 21 days of the original date. The Captain that did not postpone will offer three dates to re-arrange, (Week ends only by mutual consent). Should the fixture still not have been played after 21 days, then the team that postponed will get Zero points and the team that didn't postpone will get 6 points. A Preliminary round match that has no fixed date to play, will be played on the agreed date of the two captains, when this date is agreed there is NO postponements. 21. A club that enters a team in the league and resigns once the fixtures have been published will be liable for the entrance fee and fined £25. 22. A team that withdraws from the league once the fixtures commence will have their records expunged. 23. That the league committee shall have full power to deal with all matters not covered by the Rules and that their decision shall be final. 24. Teams failing to fulfil all their league fixtures will be deducted up to a maximum 18 points and dealt with by the league committee. 25. All games are to be played according to the up to date rules of the W.P.B.S.A. A copy to be in the clubs. 26. Any player entering any of the competitions either singles or pairs shall pay the player registration and all competition fees before the commencement of the competitions, to the club or league treasurer. 27. Promotion and demotion from the divisions shall be 2 up 2 down. The committee to have discretion to amend promotion and demotion if necessary if there are irregular circumstances i.e. teams leaving the league or rule breaches. 28. After the commencement of a team match, practicing on other available tables is not permitted for any player involved in the mentioned match. 29. "Any player entering any of the competitions either singles or pairs, if they are drawn at home must contact their opponents within 10 days of the fixture publication, failure to do this will result in the fixture being reversed with the original handicap remaining. So the away play becomes the home player and then they must contact their opponent. If by the final play by date the two players have not contacted each other, both will be eliminated from the competition. Any player who tries to make contact and fails they must inform the competition secretary. 30. For the purpose of determining the Merit Award only, a player absent on the score card will not be included in the Merit score individual wins for the player named against the absent. The win will be included in the team score for the purpose of the League Tables. 31. The Miss Rule is not currently played in the Astland League how ever the player must make a genuine attempt to escape the snooker. The shot must reach the object ball and not purposely under hit the shot. It is the referees digression if the player has made a sufficient attempt to escape the snooker. JACK COULTON TROPHY, LES HOLMES TROPHY PAIRS & INDIVIDUAL COMPETITIONS 1. Jack Coulton Trophy, Pairs Competitions will be handicap competitions open to all registered players 2. The Les Holmes Trophy (Veterans) is open to all registered players of the age 55 years or over on the 31st October in the season of competition. 3. Home players contact their opponents within 10 days of the fixture being published. (SEE RULE 29) 4. Players who fail to turn up or notify their opponents shall forfeit the game. 5. The games shall be the best of 3 frames. 6. The players toss a coin to decide who strikes off in the first frame Then it alternates in the following frames. 7. The semi-finals and final will be arranged by the league committee 2ND DIVISION INDIVIDUALS 1. Players must have played in at least three 2nd division games and not more than two 1st division games to be eligible 2. Home players contact their opponents within 10 days of the fixture being published. (SEE RULE 29) 3. Players who fail to turn up or notify their opponents shall forfeit the game. 4. The games shall be the best of 3 frames. 5. The players toss a coin to decide who strikes off in the first frame Then it alternates in the following frames. 6. The semi-finals and final will be arranged by the league committee H.H. ASHCROFT CUP & C.G.OLIVER CUP 1. To be played as a handicap competition. Teams handicapped after every round. 2. Players must be nominated before the first round. 3. In the event of any club not having a player available at the specified time of starting, or at any time during the match when required, the club at fault shall forfeit the game and 100 points. 4. In the event of a 3-3 draw aggregate score to decide, but if the aggregate scores are level, the black ball must be re-spotted in the final frame. 5. League rule 11 will be observed in all rounds, which will be played on first drawn team at home, up to the final. 6. The final will be played at a venue to be decided by the league committee. Captains to toss for alternate nomination of players. JOHN GORNALL TROPHY 1. The John Gornall Trophy shall be open to all teams in the 1st & 2nd divisions. To be played as a handicap competition. Teams handicapped after every round. 2. Players must be nominated before the first round. 3. The final to be played at Bretherton Parish Institute. 4. In the event of any club not having a player available at the specified time of starting, or at any time during the match when required, the club at fault shall forfeit the game and 100 points. 5. In the event of a 3-3 draw aggregate score to decide, but if the aggregate scores are level, the black ball must be re-spotted in the final frame. 6. League rule 11 will be observed in all rounds, which will be played on first drawn team at home, up to the final. Captains to toss for alternate nomination of players. THE BERNARD POPE SHIELD 1. The Bernard Pope Shield shall be open to all teams in the 1st & 2nd divisions. To be played as a handicap competition. Teams handicapped after every round. Each round is played over two legs home & away 2. Players must be nominated before the first round. 3. In the event of any club not having a player available at the specified time of starting, or at any time during the match when required, the club at fault shall forfeit the game and 100 points. 4. Home Captains put players names on the card 1st and the away Captains pair the match up this applies in both legs of each round. 5. The match is then decided by aggregate score only, frames are not counted, if the aggregate score is level after all 12 frames the black ball is re-spotted on the final frame to finish. 7. League rule 11 will be observed in all rounds. |
